I am to transmit for Their Lordships'

information in this connection & copy of a despatch

which has recently been received from His Majesty's

Charge d'Affaires at Paking covering a communica-

tion from Mr. Brett. It will be observed from

Mr. Lampeon's despatch that Mr. Rose is already

provided with medical attendance in virtue of

his being included in the Legation staff. Mr.Fox,

on the other hand, who is now in this country and

has seen the Legation despatch, denies that he la

in receipt of free medical attendance, as he is

not a member of the Consulate staff at Shanghai,

With the exception of Mr. Rose, therefore, all

the above mentioned officers are obliged to pay

their own medical expenses,

In these circumstances, I am to re que at

that Commercial Diplomatic officers in China and

Japan may be authorised to conclude agreements with local medical practitioners, in the same manner as is done by Consular officers, to receive

for themselves and their staffs together with

their wives and families medical attendance and

medicines

Meanwhile Lord Curzon trusts that Their Lordships will agree to sanction the payment of the sum of 90 dollars on account of medical attendance rendered

to Mr. Brett by the firm of Drs. Haraton, Varriott, Black, Balean and Koch, Hongkong.

I am also to endose for Their Lordships consideration in this connection a voucher in original furnished by Mr. Home in respect of hospital fees incurred in connection with the severe illness of his eldest son, aged 9, and to request that Their Lordshipa may see Their way to Banction the payment of the amount in question, viz: 186 Yen 15 Sen, It is requested that the voucher may be retumeɖ.

There is of course no intention of applying for similar privileges for Commercial Diplomatic Officers in other countries where Consular officers do not enjoy free medical attendance. The present request is dictated solely by the desirability of treating Commercial
